No, there is no technical reason for that. The timef funciton works on a 
single epoch ("pop_timef(EEG, 0);" to plot channels; "pop_timef(EEG, 
1);" to plot components). It does not work from the EEGLAB menu, because 
EEGLAB assumes that you are processing data epochs (we might remove this 
constraint in the future).

You may use the specgram function from the Matlab signal processing toolbox.
