Dear Jim,

In the spectopo function output, it is computed at the frequency at 
which you decided to plot ICA component contribtion (for instance 10 
Hz). The percent variance accounted for (in the envtopo function) is 
computed on the time series (not the different frequencies). See also 
the function of eeg_pvaf.
