Shawn,
We have had Grass-Telefactor for years, and I just asked them for the format
and they gave it to me after signing a non-disclosure agreement. I suggest
you contact them, explain your situation, and ask them for the format. They
may also be able to give you some example C code. After you have the
non-disclosure agreement signed, I would be willing to compare notes with
you and share my code as well, for what it is worth.

Subject: [Eeglablist] old telefactor format
Dear EEGLab list,
I am a new user, and would like to start looking at some old EEG data from
an old Grass-Telefactor machine. I've searched the mailing list, and only
found one reference to this format, and it seemed to imply some
difficulties. I would like to know how the problem was resolved, if at all.
These files have .ref .dat, and .qqq extensions, none of which are recognize
by EEGLab or the BIOSIG plugin. If someone could shed some light on this, I
would greatly appreciate it.
