sorry can't help more here, this is a pretty underdeveloped area of
published research,
although most researchers working with IC clusters have reached their own
satisfactory methods.

No I do not think that cluster-selection methods for ICA results exist in
the literature.
However, if you not a stable pattern of clustering across multiple
clustering techniques,
that should be evidence of a real cluster.

Also, you can examine the literature yourself for the scalp map
characteristics
and frequency charactersistics of certain ERP components,
and try to get clusters that show similar components in a similar task.

One thing you have to do mostly manually, or code up yourself,
is the pruning and remaking of clusters, in case the clustering
technique you choose does not sort your ICs perfectly (which is usually the
case).

See also CORRMAP as a way to derived clusters based only on scalp maps,
although the ideal cluster of ICs would give ICs that have multiple
characterstics (ERSP, scalp map, dipoles)
that match up.
