[Eeglablist] EEGLAB standalone vs EEGLAB

Write Tim or Nima in Syntrogi. They are our former colleagues. They are
also commercial based. They develop middleware for EEG signal processing
using python.

EEGLAB on Octave has not been updated for long time, and I don't think the
developers are interested in keeping it.
