[Eeglablist] Success of the new EEGLAB plugin manager framework

The new plugin manager we released with EEGLAB version 2019.1 is already a success. There are about 2-5 new plugin submissions every week.

Increased automation means that plugins gets accepted faster, and there are fewer glitches. Also if you pull the latest changes from Github on EEGLAB development version, you will see a new search box for plugins (which will become available to people who download stable releases in EEGLAB 2020.0). Thank you to dung Truong for his assistance on this project.
