 Here is a url to a NIH study on brain network switching in a motor movement task.  Joint-Time-Frequency-Analysis (JTFA) was used to measure dipole dynamics pre vs post movement.  This approach may of interest in your study which seems similar at:

I was hoping someone could tell if it is possible to run ERSP analysis on
only the pre-stimulus baseline data. I have ERP data which has been epcohed
from -1000ms to 2000ms with respect to the trigger. Is it at all possible
