The MATLAB LSL viewer will stream and plot EEG data in real time, and it is an EEGLAB plugin

The NeurofeedbackLab program can process data in real time, and is also based on EEGLAB

This last program can connect to a client using TCP and communicate using JSON formatted messages.
It could probably be modified to send UDP messages.
