[Eeglablist] Independent component maps

I hade a question about the largest component maps. In the paper by 
Delorme,A., and Makeig, S., it reads, "The lower the component index 
returned from runica, the more EEG data (neurral and/or artifactual) it 
accounts for." When I select the 7 largest components of the ERP, why 
do I get other numbers in there. eg. 12, or 10? Shouldn't it be 1-7?
