Dear Erika,

See this description from newtimef() help.

        'padratio'  = FFT-length/winframes (2^k)                    {default:
2}
                      Multiplies the number of output frequencies by
dividing
                      their spacing (standard FFT padding). When cycles~=0,
                      frequency spacing is divided by padratio.

You have 3-125Hz, so you have approx. 125/2 freq bins.

For the output time range, see my slide No. 21 for the explanation.
