[Eeglablist] PACT error inquiry

Dear Brian,

To summarize our communication and actions off the list, here I report to
the EEGLAB mailing list that I developed an additional function to PACT to
perform brute-force computations across all phase-amplitude cross-frequency
couplings. Now PACT is updated to 0.31.
