[Eeglablist] ICLabel 1.2.3 error

Hi Brian,

It looks like the submodules are not downloading via the plug-in manager.
For now, you can manually download matconvnet and viewprops from
https://github.com/sccn/ICLabel and place the downloaded files into the
plug-in folder. I'm also pinging the main developers here.
