Yes, this is still possible.

EEGLAB menu item “Tools > Inspect/reject data by eye” still allows you to mark bad epochs (and will remember your choice).
Some other epoch rejection menus were deprecated but, if you go to the EEGLAB preferences, you can check the checkbox to show the old menus.
