[Eeglablist] picard plugin

You need to install Picard using the EEGLAB plugin manager. After you start EEGLAB, select the menu “File > Manage EEGLAB extensions” then search for the Picard plugin and install it. 

After that, when you run ICA (menu item “Tools > Run ICA”) you will be able to select the Picard algorithm.
