You can use my EP Toolkit to read the .set file and then export it in either RAW (simple binary) or EGIS formats, both of which NetStation can read.

EGI may have some Matlab scripts on their support site to export Matlab arrays to their RAW (simple binary) format or their own Matlab format. Once this is done, Net Station should be able to import them.
