It seems it is not possible to exclude the anotation channel by the 'official' option. But it is possible to import 22 channels first and later exclude the anotation channel by this way:

file > import data > using EEGLAB functions and plugins > From EDF / EDF+ / GDF files ... channel list: 1:22 (one more than the EEG channel number of 21 channels) click on option: force importing continous data (and no other option)

to control: plot > channel data (scroll)

Here You see that the anotation channel is included. Independend if I click on 'Import anotations (EDF+ only)' or not. This does not have any effect.

To exclude it:

Edit > select data > channel range (choose all the 21 channels without the anotations) > OK

When You control the data set, the anotation channel is excluded now.

It works but maybe it is not the 'official' (the most easy) way to exclude the anotation channel from an EDF+ file.
